Hello,
Yes, you can use built-in dev tool for your browser.
But if you are creating your own application (C++, .NET, JAVA) then you need an external tool like this.

Is this a JAVA application?
For JAVA applications you need to add WebTools certificate to JAVA root certificates store.
You can find WebTools certificate here: C:\Users\[username]\Documents\WebTools\Cert\SSL
