Many developers don't want to think about these at all (and I say this as a former-developer-current-PM).

Anyone have a read on the implications for Digital Operational Resilience Act (DORA) compliance here? Google Cloud seems to be a critical third-party vendor for these financial institutions. The top penalties for DORA can be very expensive (% of worldwide revenue fines).

I think it's a hard problem to solve directly from the code execution environment, but I would guess that a layer that examines the source code directly could catch many of these -
