Where can you get the data? I can't speak to the legality issue, but practically speaking, you (or businesses that use your service) will have a lot of confused and angry customers who want to know why you won't ship to their address. Do the ratings for an address reset when a person moves out? It seems unfair to punish me because the last guy who lived here was a problem customer.
