Huh? I didn't understand your point - why can't France enforce taxes on Google or Meta whenever French citizens or French businesses pay and use their service? That's how India does it, when, for example, an Indian buys an ads through Google ( https://support.google.com/google-ads/answer/2375370?hl=e ) or Facebook ( https://taxgarden.in/blog/gst-on-advertising-services-google... ). Or when an Indian earns money from Google Adsense as Income ( https://taxtap.in/platform/google-adsense/gst ).
