The thing that this enables are governments locking down apps used for protesting, e.g. Indian government petitioned to take down the „BitChat“ app by Jack Dorsey, as it was (successfully) used to circumvent the mobile carrier shutdown: https://en.wikipedia.org/wiki/BitChat#Usage
