I don't care at all about ethnicity, but that sentence is part of the problem. Lawfully spoken it's a tautology, but that's not the concern people have. They are concerned that the German culture get erased within a few generations, because to many people with a too different cultural background enter the society.
That's a legitimate concern nobody really wants to address.
