Openrouter gives you access to the ZDR endpoints when you sign up as an average Joe. I was surprised to learn recently that this is an option.

EDIT: strangely Azure shows up as ZDR on openai's models but not anthropic's: https://openrouter.ai/openai/gpt-6.1-sol#providers
