Unless there is some sort of magic we have missed I would venture to guess that to become species capable of interstellar travel you need certain scale of industry. And scale of that industry is most likely colossal.
Just energy inputs to get to orbit are somewhat significant. Any sort of mega-structures to bypass chemical rockets are certainly colossal. Just technology you would expect has rather large foot print even if space was only singular thing being done.
