Even at war and cut off from the world the Russian economy is growing. Driving by buoyant commodity prices.

They have tech for civilian aviation in their massive military industry. And just the sheer size of the country guarantees the demand.

Both China and Russia are building alternatives to Boeing/Airbus commercial airliners. But are in two completely different situations.

COMAC relies on international suppliers, probably hoping that will make it easier for them to be allowed to fly outside China and then over time they can use more and more domestic suppliers. Whereas the Russians are completely cut off from international suppliers and travel, and have to resurrect their airliner projects which have been more or less dormant since the Soviet times.

I think both will be succesful over time; they have huge internal markets that can sponsor quite a bit of development cost.

Can your client actually pay? If not pursuing legal actions will just be a waste of money.

In general breakdown payment for larger projects into smaller installments / subprojects.

Isn't this the very point of tailwind? If you don't like it maybe just don't use tailwind.

Isn't Google chrome open source?

It should be possible to point to the source code of whatever google.com extensions that may exist.

Or is this only available in the packaged distributions of Chrome?

How can anyone think that Hong Kong new territories and Guantanamo, which were areas essentially taken by force and then had a dubious leasing agreement painted over them, is the same situation as an agreement between two formal allies?

I was trying to be tongue in the cheek - my point is emphasizing dangers and restricting access can act as a form of marketing.

OpenAIs models are so powerful and so close to AGI that the global balance of power would flip if autocratic regimes like China were to gain API access to it.

That’s what I am getting from the geopolitical safety researching marketing department.

Anyway as far as I can tell OpenAI has been turning access on and off for a while. And oddly enough now have decided to turn it off completely just as plenty of credible alternatives are emerging.

What is the point of making the matrix multiplication itself multithreaded (other than benchmarking)? Wouldn't it be more beneficial in practice to have the multithreadedness in the algorithm that use the multiplication?
