It's complicated, The European Patent Convention states that software is not patentable. But laws are always interpreted by courts, and in this case interpretations of the law differ.

No, Amsterdam did not directly pay for it. But yes, the most profitable regions contributed the most.
If they just want the codebase it's a simple OSS fork, why would they need your permission?
