> And what are the systemic practices in place that led to people not following the official protocol?

I guess we'll find out. Apparently one of two drivers who were given the go ahead for normal operations requested additional confirmation because he or she (rightly) thought go-slow was the expected response for transit resumption under the fallback protocol. Some incompetence in the control authority Adif, then, but I'm sure that'll be the focus of the inquiry they will no doubt have.

They had an automated system, it had failed earlier in the day in that section causing trains to be signalled to stop. Then they had a manual go-slow human backup protocol which appears to also have not been observed - some drivers were given clearance to continue as normal. Swiss cheese of compounded failures, with tragic results.

Some of it is useful, and from an environmental perspective, if it eliminates some other activity (e.g. team of workers driving to/from work and their office heating/cooling) then it can even be a net positive.

I would agree that there should be some tariffed token usage based on CO2, efficient datacentres pay little, polluting ones pay a lot - would help even the field and export good practice.

Imagine the fund were distributing to several teams, but let's say Z.ai and Deepseek were european and among them. What percentage would be allocated to Mistral in that case? OK, the other two aren't, but in the same vein, should the EU fund be saving its powder until such a project shows up?

Julia also has some of the nicest GPU abstraction frameworks of any language, achieving pretty low friction portability over a decent subset of CUDA, Metal, ROCm and CPU. KernelAbstractions.jl, AcceleratedKernels.jl etc.

Really? None other than Airbus chose Scaleway (a personal favourite) for their migration of core services off AWS. There's also Hetzner, OVH, NetCUPs etc. I'd agree they're not AWS/GCP scale (yet) but as more big names move for reasons of EU sovereignty that multiplies available capital and soon they become hyperscale themselves. And sovereign.

Most european banking entities already have and use SEPA.

Exposed yes, but not fatally if you're working with alternative de-dollarised banking systems in the eurozone, for example.

By using another US hyperscaler for your backup platform you're still unhedged against US governance failure/breakdown.

This point cannot be overstated - famously the Torygraph for its stance should always have been treated with a degree of scepticism under former editors but such journalistic standards it ever had are now long and completely defunct. A rubbish-laden agitprop comic.

Maybe that's not as unlikely a prospect (or as bad an idea) as you might think. Do people know if there are relatively small idea-exploration pots of money (VC, angels, subsidies, startup and govt programmes) available in Europe/UK whereby a sufficiently well-qualified initial idea/plan, well-advised small founding team, and initially tested model can go to be funded for PMF exploration without being defocussed into hawking, door knocking and/or being dependent on 'who you know'?

There's potentially a virtuous circle of increased EU tech investment and increased EU tech provider adoption but given the risk aversion sclerosis that affects the european private investment community this does need to be government led. I'd agree the US private debt fuelled $1Tn build out is mostly unsustainable but when you look at what China was able to achieve with govt support on a ˜120bn AI sector investment it behoves the EU to take a stand, the first 100bn is probably the least risky.
