Because it's just the beginning.
Thus, we should absolutely expect next steps for Android to slowly go into walled garden mode: no dev unlocking for certain devices, dev unlock after mandatory KYC, etc, etc.
The risk of people cutting themselves is not a responsibility nor a concern for the knife manufacturers. I would be very upset if one day all kitchen knives would be sold blunt just to mitigate some clueless people from cutting their fingers off.
Similarly, I seriously and absolutely don't get it why people falling for scams should be a reason to require KYC to distribute apps.
Especially given that KYC-passed accounts are easily obtainable online for pennies.
Why should that be a concern to a phone OS provider? A concern so important that they are willing to cripple couple billions of devices.
Yes, by leaving french jurisdiction.

This is not necessary. At all.
You arrive at the Airbnb. You look at the cleaning rules found on a piece of paper on the table but nowhere in the Airbnb description. You don't do the dishes and the host complains to Airbnb. You complain to Airbnb as well. Host is compensated for damages, while your inquires are ignored.
The ones requiring the most absurd cleaning procedures are the ones most likely to ignore the rules and continue their policy.
I don't think it ever makes sense for an AirBnB host to honor early reservation for holidays. The price they lock you in advance is just their stoploss, while the actual market closer to the date provides an almost guaranteed upside. Bonus points if they collect your payment in advance: free credit!
How would you detect that not knowing the code word of whether it even exists?
