Why not implement it via the ISP? the isp just bills the customer 0.055eur per GB downstream, and remits the tax collected to the govt?
yes, somewhat sarcastic - but the point being, they DID seem to understand the stupidity, and thus the long-way around approach: ISP -> classifies the origin and reports to govt -> then presumably govt sends a tax notice to the origin?
