1) fully not-in-France remote businesses like SAAS companies
2) ad-supported business (e.g. tax Google, but not the ads they sell in France, but all the impressions they get (and pay out to someone else or to themselves) due to French people)
You see what I mean. Tax both sides, like they already do for French companies in France.
