As I understand it's mostly because it doesn't matter. It's not a standalone law, it's an amendment to the budget. Budget that has close to 0 chance to pass.
I believe they did the same thing last year. Everyone did their own pet amendments, claimed victories. And then when it was time to vote for the budget with all the amendments, the assembly unanimously voted against, scraping the whole thing.
