MWI just takes the math as saying the entire world is entangled in a massive superposition (the universal wave equation), but decoherence means there are different branches in that superposition that look classical to any observers in those branches, because coherence has been suppressed by all the environmental entaglements.

Everett and physicists, mathematicians and philosophers since then of a like mind thought the math applied to the entire universe, and the was no classical cutoff where the wave function "collapsed" upon a measurement. Everett was providing a deterministic interpretation competing with the Copenhagen one, which he thought was insufficient.
