It’s the same bureaucratic hoops that allow for clean drinking water and fresh air. This wasn’t even something that was up in the air, it was well known the datacenter wouldn’t be built around the trees, the permits and everything else were formalities. To just blatantly ignore that is causing upset. And Google were well aware of all such requirements before they even started the process of acquiring the area.
