The problem of course, is how to measure the "movement of the needle." It might help to weight papers and research in the corpus based on some notion of "significance". One metric I know people have used for this is based on citations, on the reasonable premise that influential work gets cited much more. IIRC the original PageRank paper was inspired by work on citation analysis as well.
