There might be a debate to be had about whether the pricing is right, but the title gives the impression of implying that buying a licence to a game entitles you to a server that runs it. It doesn’t. “Xbox offers a paid service to run your games if you don’t have the hardware to do it yourself” is not a worse situation than if that service didn’t exist at all.
