During the first 22mn Rich explains the tradeoffs between static vs dynamic systems, and when should one be preferred over the other. It's not about safety vs leniency, and more about fixed mechanical properties vs data adaptability. Then he goes on explaining new clojure language features to better capture constraints on data.
