If you've been in the military (or close to it, as I have) you would not peg the top brass as actual intellectuals or geniuses. They are very easily convinced with buzzwords and fluff that is reflective of their inner emptiness. There are exceptions, of course (like Scott/Mark Kelly) though they are few and far between.
