There wasn't 'much opprobrium', there were a bunch of radicalised mainly white men opposing it who made a lot of noise backed by right wing newspapers who want to criticise Kahn for Tory government policy

Kahn won the next election including outer boroughs that were affected by the ULEZ expansion
