Reasonable point, but I feel my case still stands: the population able to make these changes could do so, enabling existing infra (and housing stock) to "go further" before requiring expensive and disruptive overhaul.

I agree this is shortsighted, and it's better to incentivize more efficient systems rather than applying punitive strategies to less efficient ones.
