The article doesn't mention it but in the USA it may be because the Department of Justice has lost a lot of talent and the ones left are busy going after Trump's enemies and negotiating the other side in Trump's own lawsuit against the USA for Trump's family to be immune from IRS audits and arranging for multi-billion dollar compensation funds for Trump's henchmen.
