To latch onto your example: If she is in the office and has nothing to do why would she need to sit at her desk? Completely absurd obligation and I cannot fathom anyone putting up with this. Sure, you can write this in a contract, but such rules are clearly not about productivity but rather about power games by bad management. It adds nothing to the bottom line to take away your staff's humanity.
