How does the author think Democratic Republics work? How do the representatives become knowledgeable about the numerous topics they need to vote on?

If one group puts more resources on a specific topic, they may have an outsized impact. We certainly see this with the teachers unions.

How is this different than anything else? Legal matters? Healthcare? Automobile purchases?
