I grew up in the third world. Agree with this comment.

Also my personal belief is that courtesy is a luxury born of abundance. I have observed how minor ‘scarcities’ in the advanced economies can surface behaviour that some would attribute to less developed places e.g. an unexpected slew of cancelled transit
