The difference is that in Mosul the destruction is a consequence of the combats, Rafah has been demolished house by house just like the nazis did in Warsaw. Imagine an enemy that with time and ease, outside of active conflict, engages in the systematic erasure of a city- the houses, its history, and every place that is familiar to its inhabitants. Gone forever. That's what Israel did in Gaza.
