it seems weird to me, because normally legislation of this sort has a minimum amount of revenue required, or company size requirements, but not this one? I mean reading the article it seems not, but if it was just some guy telling me this on the street I would naturally expect they were misinformed and there was a requirement for the law to apply that they had missed in their review of the matter.
