No, I don’t trust USAID, and it’s telling that that was your takeaway from my comment. I was pointing out the obvious differences between an institutional development project approach and that of a parachute-in “charity” looking to create as many trophy projects as possible. The latter do not care about creating local capacity to maintain the infrastructure, among other things.
