The service the article is talking about is Windows Ads in Apps: http://advertising.microsoft.com/ads-in-appsIt certainly is a way for Microsoft to make more advertising revenue in the same way that iAds does the same for Apple, AdMob does for Android, and AdSense does for Google Search.
