What they mean is that on a standard german keyboard layout to type []{}~ one would press

  ] Alt Gr-9

  ~ Alt Gr +

While on an Apple keyboard you use

  ] ⌥-6
  { ⌥-8
  } ⌥-9
  ~ ⌥-n
