The article does not say but I'd bet $20 that breed-specific legislation would help. Most people can't handle a pet tiger ("it's just how you train them!" yeah right) and when 6% of dogs (pit bulls and pit bull breeds) account for 68% of dog attacks and 52% of fatalities [1] it is time to recognize the fact.
