Ask HN: How can we attract creators / publishers join SaaS Affiliate program?

Hi Guy, I wonder where/how we can find/attract people, creators, or publishers to join our SAAS Affiliate program. I put the Affiliate program information in the website footer, but it doesn’t seem to be getting much attention.

Does run the ads for the Affiliate program work?
