Email being different from chat is a big factor and another one is that the entire system in Signal is designed and engineered specifically for the purpose, from the protocol on up. Retrofitting privacy, confidentiality, etc onto email is one of those noble 90's cryptography dreams that turned out to be unrealistic and impractical.
