A thermostat is a system that can hold an internal state (nominally, temperature) that represents the world around them. You can also build a thermostat with a switch and a bimetallic strip with differing rates of thermal expansion -- a device that is clearly not intelligent. I'm not sure I can subscribe to this definition...
