Canada is seeing record emigration of it's own citizens (amongst other reasons, it's less affordable, less opportunity and lower salaries than the US). Anyone with the option (meaning the top people) will ignore this and stay in the states. This kind of thing works to get people, but not the best or even necessarily "good" people (from a qualification perspective)
