I'd honestly not be surprised if they are primarily looking to lay off folks that are ideologically or politically opposed to Musk's values. Perhaps even getting rid of entire teams that in Musk's view aren't contributing to his vision? In fact I think trimming the bloat by performance metrics is at most a secondary objective.
