I can do it with PowerShell:

$os_list = (Get-Content -Path "C:\temp\operating-systems.yml" | ConvertFrom-Yaml)

Set-Content -Path "C:\temp\PowerShell_operating-systems.json" -Value ($os_list | ConvertTo-Json)
