Mid pandemic one of my clients decided to bring in a manager to handle this. He tried everything that's been suggested here and more and the result was that 3 months later half their team left the company. My point is, some people don't want cultural cohesion and don't want to be "friends" with their coworkers and if you push it too hard on them they'll just leave. So learn to take no for an answer.
