You don’t need an app, just

- be attractive

- be good at talking

- be respectful to women

- have a manic episode

- tell her how you feel, to her face

- tell her she’s attractive

Then once your mood stabilizes, if she didn’t report you to HR, you can probably escalate to cocktails.
