Isn't there already a viable technical solution in use for all listed issues?

E.g. spam/scam can be avoided by SPF (https://en.wikipedia.org/wiki/Sender_Policy_Framework),

identity verification and encpryption is solved by https://en.wikipedia.org/wiki/S/MIME.
