I live in Vilnius and you can easily get by just by speaking English, you only really need Lithuanian (or Russian, although younger people often don't speak it) if you need to deal with the government. Lots of tech companies hire people from abroad or work with customers abroad, so being able to speak English is basically a given.
Is English in Finland not so common?
