These companies leaving for Texas will not have a negative impact on the Bay Area, but it will have a positive impact on Texas.
One of the things I didn't see mentioned in the comments here is the contribution of immigrants in Bay Area tech scene. And CA, with Bay Area in particular is very friendly to immigrants from all over the world. A very large percentage of those will never move to Texas, well unless this migration over the next few decades causes Texas to change its character.
