Yes, this is correct: Rust looks at patterns in order, top to bottom.

Incidentally, some folks have asked for a syntax closer to Hope (and Haskell, and others) https://github.com/rust-lang/rfcs/pull/1564

  fn factorial(0: u64) -> u64 { 1 }
  fn factorial(n: u64) -> u64 { n * factorial(n - 1) }

I doubt this will ever happen, though.
