Because they are educated, they dismiss out of hand baseless viewpoints like faith-based science. Since the Republican party has pandered to groups that latch on to those ideas, these bureaucrats come off appearing like Democrats, even if their personal politics in the particular area they administer do not hew to the Democrats' party line. They may have wildly differing views on national security, education, market regulation, etc.; but an average Republican voter seeking to put creationism in the science classroom or who dismisses anthropogenic climate change will still think they are "coastal elite" Democrats.
