https://defuse.ca/passgen.htm uses /dev/(u)random on Linux and CryptGenRandom() on Windows, with source code on GitHub for Linux https://github.com/defuse/passgen and https://github.com/defuse/WinPassGen

Without a pile of dependencies :P
