It was relatively straightforward to set up an IPSEC VPN on my Digital Ocean VPS using these instructions https://raymii.org/s/tutorials/IPSEC_L2TP_vpn_with_Ubuntu_14... . Also, it worked with the VPN clients built into OS X and iOS.
